7/16/2023: Weave 3.0k is in beta. If I didn't make an obvious booboo then we can move it to stable and close it out.

Fixed bugs:

* Closing and reopening a ZZT world many times would cause the file handles to max out on Zeta and DOSBox, leading to errors. Games on itch are unaffected by this bug.
