Weave 3.2b

Small bugfix to share for Weave. [H]elp file loading was still using Tim's old routine TextWindowDisplayFile (Which he called ViewDoc) to load the Help file without vetting whether said file exists or not. If it didn't, it messed with further loading of files, including .CHR-per-board loading.

Bugfixes:

* When attempting to load a [H]elp file that does not exist, .CHR loading would become disabled until the world file was closed and reopened.
